I picked this guy up (below, bottom right) totaly as an impulse buy at a Comic-Con. I have no idea who the character is and the Japanese text cetainly doesn't provide any clues. I am familar with Bandai's S.I.C. series, however, and by all appearances this is an animated version of one of their more high-end collectibles. Great little figure for $10.
