Jack (Mass Effect 2) Custom Action Figure

I want to create Jack from Mass Effect 2. I was thinking I need to get a male action figure with a bald head, but I still need a somewhat feminine body (though Jack isn't very chesty). At the moment I can't think of any good base figures, sooo just wanted to see if anyone had any ideas. Preferably at least a 6 in figure.

How about Silver Surfer from the Marvel Legends family.

As for the muscles you can fill then in with putty. Ive done it and it works great.
